Project Description

The overall objective of the project is to support the NGO CARE to set up a project for the French Facility for Global Environment (FFEM). The proposed CARE project seeks to improve resilience to climate change and increase citizen participation to help develop the urban area of Maroua. The project is built around 4 sub-objectives:

  • Build the capacities of decentralized local authorities and local leaders to ensure inclusive, participatory and sustainable urban planning and promote more equitable gender standards
  • Invest in ecological, resilient infrastructures and a green grid in urban areas to minimize the impact of climate hazards and help people and the region adapt
  • Strengthen the green and circular economy by supporting businesses involved in waste management and processing, urban agriculture, ecological construction, etc.
  • Support knowledge production in order to disseminate innovations in inclusive and resilient urban policies, adaptation to climate change and disaster reduction at local, national and international levels.

Provided services by Urbaconsulting

The FFEM provided feedback on CARE’s proposal and asked Urbaconsulting and Era to carry out an ex-ante evaluation of the project in order to provide FFEM with advice on potential funding. The study involves:

  • Carrying out a field visit to Maroua to conduct an in-depth review of CARE’s proposals and the FFEM’s feedback, and to identify ways of improving the project to enhance its operational feasibility and the sustainability of the proposed actions (particularly as regards waste management and reforestation);
  • Assisting the CARE teams in Yaoundé and Paris to draft a logical framework and an intervention strategy in the form of a Project Commitment Note (PCN);
  • Producing the documents required for the project to be submitted to the FFEM.
