Project Description

Working in alignment with the decentralization process (€4.9m – 48 months), Expertise France (EF) is seeking to improve urban governance and the framework for dialogue on sustainable, inclusive and resilient urban development in the face of climate change as part of the Cameroon Urban Platform Project (PUC).The project has two specific objectives: to strengthen land management and urban planning mechanisms; and to improve knowledge and accessibility of urban data, including on inclusion and resilience.

This assignment covers the following tasks:

• Analyzing the body of law governing urban development, tools and Urban Pre-emption Rights (UPR) using a systematic analysis grid
  
• Mapping the processes and mechanisms provided for by the legislation and identifying all the institutions with responsibilities and capacities for implementing these
  
• Carrying out a SWOT (Strengths – Weaknesses – Opportunities – Threats) analysis of the results obtained from the analysis grid and mapping
  
• Identifying good practice and sharing experiences (difficulties, lessons learned and/or promising experiences) in urban planning and management in Cameroon, and in French-speaking and English-speaking countries, through semi-structured interviews and benchmarking
  
• Proposing a detailed critical review of the procedures manual for monitoring the development of DPUs and the practical and methodological guide for developing DPUs
  
• Formulating recommendations to improve the urban planning regulatory framework in Cameroon
  
• Identifying strategic areas / levers for action with a view to proposing an Action Plan
  
• Producing a budgeted and time-based action plan to implement the recommendations made
  
• Preparing a summary version of the urban planning code (code architecture with comments, resolution of standard-related conflicts, outline of the bill, revised texts, easing measures, derogation and regulatory procedures, etc.)
  
• Supporting finalization of the code and conducting advocacy through discussions with stakeholders/decision-makers with a view to promoting change
  
• Preparing and leading 7 working group sessions to present the highlights of the urban development regulatory framework review
  
• Preparing and leading a session with the project’s Technical Monitoring Committee (TMC) to present the interim findings of the review
  
• Preparing and presenting the results of the study to the members of the Platform
