Project Description

Through the MobiliseYourCity initiative, the Yaoundé Urban Community (CUY) has received technical and financial support from AFD and the European Union to develop its Sustainable Urban Mobility Plan (SUMP) adopted in September 2019.This SUMP has made it possible to identify priority mobility projects, including the Yaoundé Cœur de Ville (YCDV) project.
The aim of the YCDV is to redevelop around ten sites in order to increase the efficiency of the city’s road network, facilitate the use of public transport, improve the quality of pedestrian walkways, enhance road safety, reduce gender inequalities and better link the sites to the surrounding urban fabric. The project includes the redevelopment of three major junctions, two intercity bus stations and pedestrian walkways. It also includes smaller, quick-impact actions such as the development of three crossroads, improvements to three small-scale transport network terminals, the development of footpaths and access to several schools.
Part of the 3rd Debt Reduction and Development Contract (C2D) and implemented by the Ministry of Housing and Urban Development (MINHDU) and the CUY, the YCDV project has a budget of 43.6 billion FCFA (€75 million).

The Urban Social Project Management assignment involved updating and implementing the Resettlement Action Plan (RAP) in conjunction with the relevant authorities. The assignment activities are as follows:

Studies

  • Updating the ESIA, including the Environmental and Social Management Plan (ESMP)
  • Finalizing the RAP (updating data and completing inventories)
  • Producing the Stakeholder Engagement Plan (SEP) and the Gender Action Plan (GAP)
  • Reviewing the design and implementation studies

    Technical assistance and support for CUY activities:
  • Supporting the CUY in implementing the Environmental and Social Commitment Plan
  • Implementing the SEP and leading the dialogue and consultation process with the program’s various stakeholders, in particular the People Affected by the Project (PAP)
  • Implementing the SEP and leading the dialogue and consultation process with the program’s various stakeholders, in particular the People Affected by the Project (PAP)
  • Ensuring that the program’s ESMP is implemented in conjunction with the technical project manager
  • Implementing the program’s RAP in accordance with the World Bank’s environmental and social standards before work starts; Implementing the GAP.

    Capacity-building:
  • Facilitating implementation of urban nursery operations
  • Conducting capacity-building for the CUY.
